admin options for themes

admins need to be able to specify whether users can change themes, and change what themes are available.

Cross reference ticket #129 Perhaps systems admin should be able to specify what themes are available to domains, and domain admins specify what is available to domain users.

At the very least, the admin should be able to set whether themes can be changed, and what the default theme is.

Also, there should be a way to force a group of users to change themes.

Also note, the login screen currently uses the them defined for the system default user. If you delete the database entry in maia_themes that the system default is set to, then you will not be able to log in.

[1091] added basic support for modifying the themes that are available.

Mor granular control of themes per domain and such will be introduced later once the per-domain auth is implemented. Those changes will be tracked via #129
