Add localization support to load-sa-rules.pl

Description

Currently load-sa-rules.pl only scans *.cf files for descriptions that begin with the word "describe". Locale-specific overrides (e.g. 30_text_fr.cf, etc.) contain alternate descriptions that begin with "lang fr describe" instead. The load-sa-rules.pl script should make an effort to look for the system's locale setting and try to find appropriate overrides, if available.
