keep maia up to date - admin stuff

currently it is very hard to keep maia up to date: -add new domains to local_domains (there' re currently 2 ways: the old %local_domains hash oder to add them in maia in admindomains.php) -delete old domains and users (this needs much time+work)

feature request: implement a API for add and remove a maildomain. OnAdd?: only add the domain to local_domains OnRemove?: delete all users, mails, links from this domain and finally the domain

This would fit in with a future hope of setting up an application server... SOAP, RPC or whatever...

Not sure how soon we can make it part of the distro. Any other ideas?
