Create a new user class for spamtrap accounts

Spamtrap accounts need to be setup very carefully by people who know what they're doing. Making spamtrap accounts available to regular users is potentially dangerous. It would be best if spamtrap accounts were treated as a completely separate user class (apart from regular users, domain administrators, and the superadministrator). Only administrators would have access to these accounts, as these spamtrap accounts would have no login capabilities of their own.
