report failure masks learning count

In process-quarantine, a failure to report (such as message over two days

and spamcop won't take it) causes the return value of do_report to be false, and thus it does not get counted as learned, even though it appears the tokens make it into the bayes db. As such I see 100 items process, 0 learned, 0 reported, even though they were all learned.
