Separate whitelists and blacklists on to separate pages

Separate the white and black lists into separate pages. They're having issues where they want to review a long list of either, and it's confusing and tedious to find each domain and make sure its white or black. They also get in a hurry putting domains in and since the default option is white list, they end up whitelisting what they had intended to blacklist.

Also should add a warning text that WB/BL should not be used much, only in conditions where maia regularly makes the wrong choice, or the message contains material that might be confusing to Maia, such as spam reports.

I think the other issue here is that there are certain rules that routinely mark messages as "ham" when they are spam. For instance, the "ALL_TRUSTED" rule (marked at -3.5!!!!!) is responsible for the majority of spam that makes it to my inbox (it helps NONE of my Ham however). That rule needs to be set to 0.0 or deleted COMPELTELY. And because of that one rule my blacklist is over 100 long and climbing.

Oh, and the blacklist doesn't seem to use wildcards. Allowing the blacklist to use wildcards would GREATLY reduce the mail I get from the same basic site names.

You have your trust paths screwed up if ALL_TRUSTED is hitting spam.

[1476] - I don't think separate pages will help; it would be more confusing. But getting rid of the radio buttons and making the action buttons more immediately descriptive is better.

I removed the default when hitting enter, which should help make sure things are classified correctly.
