Description

As Robert said on the mailing list: 

The /usr/local prefix is the installation default for manual
(e.g. Makefile, CPAN) installs of SpamAssassin, but it seems the
distribution packagers have standardized on /usr/share instead.
Changing the default path in load-sa-rules.pl to /usr/share probably
makes sense in this situation, given that the build-things-by-hand crowd
is the one most likely to actually read the installation instructions
and know how to set items labeled "CONFIGURE THIS:"  ;)
