Description

Split schema out into seperate file, into generic format, and then have source:branches/RC3-dgm-welcome-branch/php/schema.php walk through the schema and create or alter as needed.

Work already in progress, see [313] and [314]

This just wasn't feasable as I had it implemented. The idea was really to have things more in line with Ruby on Rails' Migrations. So instead, for now, we have a simple upgrade.php script and sub scripts, until we do a Maia 2.0 rewrite.
