seperate form tags

Description

from Jeff Squyres <jeff@…>

Could all the submit buttons on the Maia interface web pages be changed to
be on separate <FORM>s?

I ask because I am quite accustomed to typing in a text field and then
hitting enter, expecting the submit button relevant to that text field
to be activated. However, since Maia's submit buttons all share a
common <FORM>, the *first* submit button is activated, which is not always
the Right one (and the submit buttons have different VALUEs associated with
them, so it matters which one is activated).
