DGM Theme? needs much more work to finish.

all pages need to use the {assign ... construct, to be displayed by source:branches/RC3-dgm-welcome-branch/php/themes/dgm/templates/container.tpl

format may need to be addressed

While I want to make a new theme, this is no longer a good place to start from. I think I'm going to nuke it.
