Enable auto-creation of user accounts master switch

The system setting for "Enable auto-creation of user accounts" is the master on/off switch that enables the domain-level settings. If you disable it at the system level, the domain-level settings should be ignored.

We should disable the domain control in the user interface when the system-wide control is set to disable.

If the system admin switches it to off, should it automatically disable all existing domains?

Yes, if it's disabled at the system level it makes sense to go through the individual domains and shut it off there as well, though it won't make any real functional difference--amavisd-maia looks first at the system level setting and won't look any further if it's off.

Sonce someone may accidently turn it off and back on, I think I'd rather leave the domain settings alone. As you say, amavisd-maia doesn't check any further.
